Barwon Water is Victoria’s largest regional urban water authority providing world standard water and sewerage services to more than 275,000 permanent residents over 8100 square kilometres. Pilot projects allowing selected consultants direct access to Barwon Water’s spatial data for water and sewer infrastructure proved beneficial to both parties. This was achieved by providing on-line deployment of Barwon Water’s Geographic Information System (GIS) into their offices. It was apparent that information exchange between Barwon Water and its stakeholders and many internal work processes for all parties could be improved by adopting a similar approach on a wider scale. In conjunction with stakeholder and data custodians an investigation was completed by Jeff Clarke to capture and evaluate the business requirements, associated risks, costs and benefits of extending on-line information access to a wider base of potential business users. The outcomes of this project were policies, guidelines and control structures that have guided Barwon Water in deploying its web based GIS to a wide range of stakeholders. The technology, data and business solutions are very closely aligned to stakeholder needs and they are designed to reduce the liability risks to Barwon Water. |

Spatial information and GIS are core GWMWater business enablers that provide support for a range of business functions including Linear Asset Management, Hydraulic Modelling, Pipeline Design and Planning, and many others. Accelerated planning, design and implementation of a multi-million dollar pipeline project made it necessary for GWMWater to adapt its GIS strategic direction to ensure that key initiatives of the WMPP were realised. The consequence was a forgoing of planned GIS strategic actions and resultant core business impacts and inefficiencies. To address this situation GWMWater engaged Jeff Clarke from Corporate GIS Consultants to conduct an independent review of its GIS Strategy. This involved prioritising immediate and short term GIS business needs and opportunities. As a result there was improved clarity to the critical business roles of GIS and improved alignment of GIS strategic direction with other functional core business strategies. Organisational changes were recommended to satisfy demands of both the Pipeline Project and core business needs. |

VicTrack is the custodian of a large majority of Victoria’s rail land and transport infrastructure with assets valued at over $5B. Corporate GIS Consultants were retained by VicTrack to develop a Spatial Information Strategy for the organisation. This ensured that its spatial information infrastructure and capabilities were sufficiently supported and strongly aligned with current and future requirements, as well as its strategic aims. The project brief required that a review of VicTrack’s segmented use of spatial information be conducted with the provision of a spatial information strategic framework to improve key business outcomes and to provide VicTrack management with the confidence to continue investing in spatial information infrastructure. The two person consulting team had a focus on understanding the information management requirements of the organisation which was a collection of Property Management, Asset Management and Commercial Departments, including Telecommunications who provided services to Government and the rail operators. Corporate GIS Consultants undertook extensive internal communication as well as interviewing external stakeholders and undertaking several workshop leading to the development of the strategy based around a corporate information management focus. The outcome of this strategy was a report, including a cost benefit, which outlined a number of recommendations to provide the basis for a corporate GIS which also integrated with the initiatives of the Victorian Department of Infrastructure. |

Carole Lowe was engaged to undertake an independent review of the Water Utility's use of Geographic Information Systems. Barwon Water first implemented GIS technology in the late 1980's and wished to review the issues and challenges they were currently facing with a view to determining the next steps to take in their continuing use of the technology to meet current business needs and long-term strategy objectives. Carole's review investigated 3 options – continue with the current system and development plans, significantly upgrade / supplement the current system, and replace the current system. The investigation encompassed both internal "purchasers" and "providers" of GIS technology to identify the strengths and weaknesses of the current implementation, the critical success factors for future GIS development, and possible future business uses of the technology. Other aspects to the review included investigating additional integration opportunities, and a series of GIS Best Practice comparisons against other Utilities utilising the technology.
Following acceptance of the GIS Review report and recommendations, Carole was retained to undertake a cost/benefit analysis for the upgrade or replacement of the Utility’s current GIS system. The assignment involves confirming current business requirements and their support for business strategies, determining the costs for both the ‘system upgrade’ and ‘system replacement’ options, identify the benefits that will result from acquiring a system that will meet current and likely future business requirements and determining (over a 5 year period) the Net Present Value and break even period.
In parallel to the development of the Business Case, Bruce Douglas was to requested to undertake a Geospatial Technology Strategy across Barwon Water, encompassing the business functions covered by GIS, the several asset management systems, telemetry, CAD and water / sewer modeling. This was an extensive project and one which focused on addressing the business issues inherent with the geospatial environment, the data required to support this environment and the business methodology required to integrate these processes across the utility. |

Review of the use of the Smallworld GIS system and the integration of this system with the IT/CIS systems within Citipower - an Electricity Distribution Board resulting from the rationalisation of the electricity industry within Victoria. This project initially developed a high level cost benefit study based upon the business requirements of Citipower to meet the changed needs of their business and then developed into a broad review of the data capture program and the ability of Smallworld to meet corporate requirements.
This project was undertaken on contract to Price Waterhouse Urwick. Citipower was one of the five electricity distribution boards created from the amalgamation of Electricity Services Victoria (ESV), and a number of Municipal Electricity Undertakings (MEUs) and the rationalisation of the electricity industry in Victoria. The Smallworld GIS system, which had been used as part of Melbourne City Council electricity distribution responsibilities as well as for ESV's implementation before amalgamation, was continued after the creation of Citipower.
After considerable data conversion and GIS implementation costs, Citipower management expressed substantial concern about the very high cost (and perceived small benefit) which may be accrued from the GIS system. Due to this growing concern, a Price Waterhouse Urwick team led by Bruce Douglas, was commissioned to undertake develop a Business Plan for GIS, to determine costs and benefits and to highlight whether the strategy should be continued or discarded. Following the completion of this project, Bruce Douglas reviewed the changed needs of their business as well as a broad review of the data capture program and the ability of Smallworld to meet corporate requirements.
Citipower was then sold by tender to Entergy from New Orleans, and a management team took control of the company. Entergy (with a 100 seat GIS implementation in the USA) then reviewed the work undertaken to date and ratified the results of the projects and the Business Plan electing to escalate the data capture, implementation and integration with Citipower's other corporate systems. |

This functional specification was developed so that it could be tendered for system development subsequent to completion of the project. The team developing the specification undertook a user requirements analysis, a specification development including data flow diagrams, data models, designing data inputs/outputs and interfaces and acceptance test specifications for the construction of the final system. Development of a management analysis plan for the operation of the State Digital Map Base (SDMB) for the state of Victoria. This plan needed to build on the arrangements currently in place with Melbourne Water (to provide the metropolitan cadastral data) as well as with Survey and Mapping Victoria (SMV) to provide the rural cadastre and topographic data. Bruce Douglas was responsible for developing the technical GIS and Data Management issues which were central to the development of the overall plan. A number of recommendations resulted from this project including the need to provide all data to OGDC, to undertake market studies to gain an appreciation of the commercialisation opportunities and to develop a number of packaged products for subsequent marketing. They had two drafting/design offices to develop production elevators and to maintain the standard components within each elevator module. This project involved undertaking a Business Process Re-Engineering consultancy which included developing a technical user requirements analysis of the Computer Aided Design (CAD) system currently in use at Boral. The results of this assignment included a re-designed business process and CAD system capability.
