The EPA is South Australia’s primary environmental regulator. Its mission is to manage and influence human activities to protect, restore and enhance the environment and to support human wellbeing. Corporate GIS Consultants were commissioned by EPA to develop a corporate GIS Strategy that would increase its decision making capacity, provide better understanding of risks and align spatial information with policy direction and initiatives. Jeff Clarke from Corporate GIS Consultants was tasked with working with all business groups, stakeholders and EPA Management to review the current spatial environment and technologies, identify data coordination and management issues and analyse the business requirements. The outcome was a Strategy that highlighted the most appropriate use of GIS to satisfy EPA’s environmental and compliance business requirements, based on a cost benefit analysis. A collaborative partnership was recommended with an allied environmental department within the same Government Portfolio as part of a cost effective solution. Extensive consultation and communication between Agencies was required to ensure that the business partnership was based on a clear understanding of responsibilities thereby maximising the chances of success. |

This business plan involved extensive development of cost models, impact onto the budgets of each agency and treasury as well as the providing costing information for system provision. |
