Corporate GIS Consultants were commissioned to
undertake a Review of the Spatial Operations of LPI in 2008. This project was focused on
gathering information about, and understanding of, the current business
information environment within LPI, particularly with regard to workflows and
workloads and the impact that the information environment has on these loads
and flows including a review of strategies / initiatives such as Vision 2013,
CS2i, etc. This phase included extensive
stakeholder discussion / workshops, review of existing systems, environments
and documentation in order to provide the basis for the subsequent strategy
development discussions and options analysis, including risk analysis. The project also involved a Best Practice
review of Spatial Information Operations nationally in Queensland, Victoria and Western
Australia as well as internationally in New
Zealand and Canada with correlation against the
outcomes from the business review conducted in the previous phase. The outcome from this review was that LPI
repositioned their Spatial Operations to focus on customer / stakeholder
requirements utilising a number of output focused teams. |

Land and Property Information (LPI) of the NSW Department of Lands commissioned Corporate GIS Consultants to develop a Business Case for a NSW Spatial Data Infrastructure. This project involved reviewing the SDI Program as a whole with a specific focus on examining alternatives and providing cost benefits/risk analysis of the feasible options for each of the four Sub-Project, namely the Geo Urban and Rural Address Project (GURAP), the Topographic Systems Improvements (TSI), the Land Owners Register IT Upgrade (LOR) and the Imagery & Mapping Online Services (IMOS) Project. In addition, several complementary current Projects were reviewed, namely the Digital Image Acquisition System (DIAS), the Survey Infrastructure Project (SIP) and the Digital Elevation Model Project (DEM). The project was completed and ratified for implementation. |

Westfield Australia is a large retail property group which undertake ownership, development, design, construction, funds and asset management, property management, leasing and marketing of world class shopping centres. Trading information (e.g. rent, turnover, occupancy cost, lease expiry date etc) that can be intuitively viewed and analysed is important to support client relationships, improve Centre management and assist retailers. To support business decisions and satisfy reporting needs Westfield Australia embarked on implementation of a new GIS mapping system. It provided new functionality for Westfield staff to interactively view the location of all Shops, Kiosks, merchandising sites and other Centre assets in relation with selected financial and business data. Westfield engaged Corporate GIS Consultants to select and appoint a supplier that can deliver the best solution to meet Westfield business requirements and provide both quality, and value for money outcomes. A functional requirement specification and tender documentation was developed to facilitate GIS vendor responses and ensure that the proposed system solution can fully satisfy functional requirements, satisfy growing business demands and be compatible with Westfield’s High Level Technical Architecture. |

NSW State Water Corporation (previously part of the NSW Dept of Energy, Utilities and Sustainability) is a rural bulk water delivery business in NSW providing water to irrigation corporations, country town water supply authorities, farms, mines and electricity generators, by releasing flows from its dams into rivers to be accessed by water users. State Water commissioned Corporate GIS Consultants to undertake a GIS Strategy to ensure that the future direction of GIS continues to support and align with the current and future requirements of State Water and its strategic aims. This major project had a focus on understanding the spatial and non-spatial information management requirements of the organisation and its constituent stakeholders and the use of this information to deliver a range of business functionality. Key outcomes of this strategy were that there were very strong business needs to implement a corporate GIS so that it can meet a number of business functional needs such as Property Management, Environmental Management, Asset Management, Customer Management, etc, but that this GIS should be part of an overall State Water “Information Management” Strategy to encompass a range of financial, asset and water management systems. This strategy was presented to the Board and received endorsement subject to budget allocation. |

Following the GIS Effectiveness Review undertaken by Corporate GIS Consultants in 2005, Hastings Council engaged our company again to perform a subsequent review (2 years hence). The review utilized the Corporate GIS Consultants Best Practice Survey Database and compared Hastings Council against survey responses for Duration of Use, GIS Products and Operating Systems, GIS Product Deployment Architecture, Data Storage, Infrastructure Strategy, GIS Product Support, Spatial Applications, Data Liability and Privacy, Budget Processes, System Integration, and Business Alignment. A “report card” detailed the comparison of the most commonly reported industry practice against the Hastings Council reported practice and the emerging and / or generally perceived best practice. The report card included comment on the Hastings Council comparative performance and appropriate recommendations where applicable. |

Corporate GIS Consultants were retained by the Albury-Wodonga Corporation to provide assistance with the re-development of their GIS Business from being an in-house service to that being outsourced to a third-party provider in order to facilitate the eventual winding-down of the Corporation over the next 5 to 8 years. This project was a particularly delicate assignment in order to ensure that details about the winding-down of the Corporation did not become public knowledge, given that they owned large tracts of undeveloped land and wanted to avoid rumours in the land development industry about an impending “fire-sale” of the Corporations assets. The project required Corporate GIS Consultants to review and analyse an existing offer (including developing a short report) and then to undertake a confidential tender process and initial screening of responses before assisting with the financial arrangements for the Corporation. |

Sydney Water Corporation (SWC) retained Corporate GIS Consultants to undertake a review of Geospatial Information Services across the corporation. A major focus of the project was understanding the multiple GIS environments including HYDRA GIS and Works Asset Management System (WAMS) environments in addition to the water modeling and waste water modeling systems and the impending field resource system. This was a major project with a team also including a spatial implementation specialist and a specialist in developing cost / benefits and business cases for large asset based IT projects. SWC could be described as a “system rich” environment which has evolved from an organisation with large staff numbers (>15,000 over two decades ago) requiring many and complex systems, to the current organisation of lower staff numbers (<3,500) but still retaining the large numbers of complex information technology and geospatial information environments which supported a business many fold this size. This environment includes a number of major and minor geospatial information systems. The project included extensive stakeholder discussions, reviewing a number of high-level process flows and data inter-dependency matricies as well as undertaking a correlation of findings against the GIS / Spatial Best Practice Survey outcomes over the last 6 years. A external comparison with four similar utilities was also undertaken. The development of the final Strategy included considering a number of options with the Desired (Target) State focusing on providing a Single Authoritative data source for the provision of geospatial information services across the corporation. This report also included developing detailed Transition Steps to move from the current environment to the Desired State over a number of years. Following extensive consultation within Sydney Water, the Strategy was endorsed by management and budgeted for implementation commencing in the 2006/07 financial year |

The Board of Surveying and Spatial Information (BOSSI) is charged with the development and promotion of spatial information initiatives within New South Wales and is enabled under the Surveying Act 2002 to provide a number of spatial information activities within NSW. In order to address these functions, BOSSI retained Corporate GIS Consultants to develop a Road Map and Framework for a NSW Spatial Information Strategy. The findings resulting from this project highlighted that the most important issue has been identifying the need to get the Governance Model and the Engagement Model correct for the subsequent Spatial Information Strategy for NSW – based on a “peak body” or “Spatial Council” in that jurisdiction, consisting of representation from most industry sectors; managed and implemented by (and uses the services of) the “Lands” agency within that jurisdiction; and focused on the dataset which is the most sought-after and important dataset by all stakeholders (ie, the cadastre), also managed and maintained by the “Lands” agency within that jurisdiction. |

Corporate GIS Consultants were engaged by Integral Energy to undertake a review of the GIS Data Capture and Maintenance process in August 2004, some 20 months after the roll-out of the new GIS in late 2002. Integral Energy replaced its 10 year old GIS system with the roll out of the Intergraph G/Electric GIS in December 2002. This represented a substantial change in system function and process in the delivering of capability to approximately 50 data editors and 300 data viewers across the organisation and externally to approximately 50 Accredited Service Providers. Asset data, particularly spatial data, underpins all Integral Energy transactions and business decisions and provides the mechanism for Integral Energy to provide power to approximately 830,000 customers using approximately 400,000 in-service poles. The findings relating to the problems of the GIS data capture and maintenance process, and the backlog growth was due to a number of issues which could be categorised as data issues; system (software) issues; organisational issues; training issues; and process issues. The outcome from this project was a Final Report containing a number of recommendations. |

Based upon the work
undertaken in developing the GIS Strategy for PlanningNSW, Corporate GIS
Consultants were selected to review the previous work undertaken in developing
the Land Management System for the Land Management Branch, a business unit of
the department charged with the acquisition and disposal of government
land. A business and technical review
were undertaken followed by the development of a technical specification which
would integrate the GIS requirements (using ESRI software) with the property
management and financial requirements using the MRI software. Bruce Douglas was further retained during 2002
and into 2003 to project manage the development of these applications and the
roll-out of this across the Branch. An
outcome of this project was that LMS3 was the successfully implemented and met
/ exceeded client requirements. |

The specification was completed, the tender released and evaluated in mid 2002. DUAP has an aging GenaMap system and groups using ESRI and Mapinfo systems to undertake a number of tasks across all the business groups. This included urban and rural planning, natural resource mapping, map production etc. Following considerable user workshops and executive discussions to determine the technical and business requirements for the GIS Review, a number of options were determined which led to the development of a Strategy to change the focus from the collection and management of data to the use of data to meet business needs. The Sydney Data Capture project had been underway for several years, was based upon ESRI systems and had captured a substantial part of the former Sydney Electricity overhead and underground utility data. The other two projects used the Smallworld system base in Newcastle and, following a prior decision to move all GIS to Smallworld, the conversion project was in the process of converting all the ESRI data to the Smallworld system. The audit resulted in a thorough review of the financial and technical status of each project and recommendations to move past the current data conversion difficulties. |

The FRS included requirements for packaged software, re-development of a large suite of existing applications and conversion of approximately 4Gb of spatial and aspatial data.
This assignment involved developing the FRS in the form of a tender specification with which to issue to short-listed suppliers for supply and implementation. It was initially estimated that there were 200 person-years of data conversion to be undertaken to create a digital record of the existing paper documents. In addition, a considerable amount of field data capture was undertaken. Sydney Electricity was subsequently amalgamated with Orion Electricity to form Energy Australia. In mid 1996 Corporate GIS Consultants was commissioned to develop a Functional Requirements Specification for the Upgrade of the Mapping Assets System to ESRI's ARCSTORM product suite which would provide for increased efficiency of accessing data as well as providing greater functionality and a transparent seamless geographic base for managing assets.

Corporate GIS Consultants were commissioned to undertake an independent review of upgrade options for Energy Australia’s next upgrade of their core spatial technology. The review covered a comprehensive range of upgrade options and included particular focus on identifying the viability status of all options, providing advice on relevant industry trends, particularly with respect to software customisation, evaluating prior investigative work undertaken by Energy Australia and external consultants, and identifying likely systems integrators to perform the upgrade. The assignment recommended viable upgrade options and outlined the next steps in progressing the upgrade effort. A subsequent stage of this project was to do a “refresh” of the earlier assignment to perform an independent review of upgrade options for Energy Australia’s next upgrade of their core spatial technology. The original report recommended a series of actions as next steps to progress the upgrade effort. Following the completion of these activities an updated report was prepared to ensure that the current position with respect to upgrade options was documented. The assignment retained the original scope but had a focus on updating the original information in light of the activities that had been performed, and the information that had been obtained in the period following the initial review. |

CaLM, consisting principally of the Land Titles Office (LTO) and the Land Information Centre (LIC), retained Bruce Douglas from Price Waterhouse Urwick to undertake a review of the collection and processing of Deposited Plan (DP) Information in electronic form. This project involved reviewing the work being undertaken by both the LTO and LIC on the receipt of cadastral information, how that was treated for entry into the Digital Cadastral Map Base (DCDB), the issues of imaging of DP's and the impact that this has in the broader IT environment of each organisation. In addition, this project involved undertaking a stakeholders review and addressing the data providers (Surveyors) to gain information about their requirements as well as considering the business processes of technical information though each organisation. This project resulted in the development of a CaLM-wide technology strategy for the electronic lodgement, processing and conversion of survey data into specific GIS products involving the used of EDI, imaging and networking technology. |

Review of the GIS needs of the Roads and Traffic Authority of NSW, a $1.8B pa Government Department of about 7,000 staff who had built up expertise over a number of years in using a number of different GIS and CADD/Civil systems. However, RTA management had found that each GIS group was developing expertise, data and applications on different systems and at different sophistication levels without an overall coordination and management strategy. The use of the technology was very fragmented, there was no integration of data, considerable duplication of development of applications and no cohesive overall plan or strategy. This project included the review the use of GIS across the whole of the Authority, including Regional Operations, compiling data and functional models of the needs of the RTA organisational units to use the GIS technology to meet business goals and then to determine an optimal strategy which would deliver appropriate GIS capabilities to users as required. This included casual and low frequency users as well as high sophistication data capture and application development teams. The report contained many organisational and technical strategies including broad costs and benefits and implementation timetables for the promulgation of GIS as the Spatial Information Management decision support tool for the Authority for well into the future. This project was undertaken on contract to Price Waterhouse Urwick. |

Corporate GIS Consultants were selected to undertake a GIS Audit for Energy Australia to review and audit the Sydney Data Capture project, the Newcastle Data Capture project and the Sydney Data Conversion project. The Sydney Data Capture project had been underway for several years, was based upon ESRI systems and had captured a substantial part of the former Sydney Electricity overhead and underground utility data. The other two projects used the Smallworld system base in Newcastle and, following a prior decision to move all GIS to Smallworld, the conversion project was in the process of converting all the ESRI data to the Smallworld system. The audit resulted in a thorough review of the financial and technical status of each project and recommendations to move past the current data conversion difficulties. |
