    Corporate GIS Consultants were retained by the Australian Federal Police to develop a corporate Spatial Strategy and Business Case for the 6,000+ strong organisation covering a very diverse set of business Portfolio's.  This project involved reviewing the business requirements of many AFP portfolio’s and teams to understand their Geospatial requirements and the use of the existing MapInfo, Intergraph CAD and PROMIS systems to meet business needs.  The Spatial Strategy and Business Case were presented to the National Managers Group and the Science and Technology Steering Committee of AFP and were endorsed for implementation.

    Description:

    Murray-Darling Basin Commission (MBDC) retained Corporate GIS Consultants to undertake a review of their Natural Resource Information (GIS) Unit for River Murray Water and the Natural resources Management Division.  This was a major project with a focus on understanding the information management requirements of the Commission, a unique organisation involving five State and Territory governments and the Australian Government in a partnership focused on coordinating the efforts of each jurisdiction to meet the outcomes of the Murray-Darling Basin Initiative.  The MDBC reports to the Ministerial Council on a program of environmental and operational works / outcomes covering a diverse range of initiatives across the Basin.  Corporate GIS Consultants undertook extensive internal communication as well as interviewing external stakeholders and undertaking several workshop leading to the development of the strategy based around a corporate information management focus. The outcome of this strategy was a report, including a cost benefit, which outlined a number of recommendations to move the GIS unit forward into corporate information management while providing the corporate basis for use of this technology by each Program of both River Murray Water and the Natural Resource Management Divisions.

    Description:

    In mid 2003 Corporate GIS Consultants were retained to develop a GIS Strategy for Centrelink.  This involved reviewing the several current spatial environment across the organisation, their use and storage of data relevant to their business, demographic and address data, the business needs of the organisation to access this data and the corporate directions of Centrelink to deliver effective services on behalf of their client agencies. This also included reconciling the many systems and database environments with the spatial environment, particularly to ensure that business needs were met and that data integrity was maximised.  The final report recommended that a number of issues be addressed, particularly the reconciliation of the customer data across their many business systems.  Most of these recommendations were subsequently adopted.

    Description:

    Corporate GIS Consultants provided assistance to the ACT Emergency Services Bureau (part of the Dept of Justice) to develop the GIS component of a requirements and tender for a Computer Aided Dispatch System for Fire and Ambulance Services in the Territory.  The tender was subsequently released and evaluated.  A significant component of this procurement was to ensure that the data requirements of the planned system correlated with the existing SDMS (Spatial Data Management System) under development by Planning and Land Management (PALM) and the future Geographic Information Management (GIM) Environment for the Dept of Urban Services.

    Corporate GIS Consultants were retained to implement the first stage of the Geographic Information Management (GIM) Strategy developed in mid 1999 for the ACT Department of Urban Services.  This very large project includes managing the definition and scoping of “core” data, the data dictionary and data model process, interoperability of the three GIS applications (Intergraph, ESRI and Mapinfo), spatial architecture definition process and the review and audit of the asset management systems.  In addition, the project needed to be cognisant of the broader government e-Services agenda, including Canberra Connect and to ensure that the overall technology and data architecture could support the need of the wide range of business units.

    Corporate GIS Consultants were selected to develop a Geographic Information Management Strategy for the ACT Department of Urban Services.  Urban Services had a large number of GIS groups using a range of Intergraph, ESRI and Mapinfo systems to undertake a number of tasks across all the business groups.  This included cadastral mapping, environmental management, parks management, roads and stormwater management and land planning and management.  

    Following considerable user workshops and executive discussions to determine the technical and business requirements of a GIM Strategy, a number of options were determined which led to the development of a Strategy to change the focus from the collection and management of data to the use of data to meet business needs.  This also resulted in recommendations to market test and possibly outsource the core data management and collection function.  The Strategy was accepted by the Steering Committee and Executive and is currently being implemented.

    Corporate GIS Consultants were selected to undertake a Market Assessment of the potential for Spatial Mobile Computing Research and Development for the Spatial Information Group within the CSIRO Mathematics and Information Sciences (CMIS) group.  This project involved gaining a good understanding of the R&D potential for CSIRO to move into the spatial mobile computing area - particularly after the success that this group had with the development of spatial initiatives for SMEs (Small to Medium Enterprises) - the target focus of CMIS.  The market analysis highlighted that there was a good opportunity for R&D in a number of target market segments for CSIRO.

    Description:

    Development of a Cost/Benefit study for the capture of Land and Geographic Data Infrastructure in Australia for ANZLIC. This project involved research and investigation with both data suppliers and data users in Australia to determine the size and potential of the Australian market. This project found that there was a benefit to cost ratio of 4:1 for data usage and that for the 5 year period of 1989-94, these benefits were in the order of $4.5 billion. Benefits took the form of improved business and strategic planning, increased productivity, the development of new business opportunities, improved scheduling and co-ordination of investment projects, and improvements in the utilisation, pricing maintenance and disposal of fixed assets. These benefits were distributed across a broad spectrum of economic activities ranging from electricity, gas and water utilities to the development of projects involving agriculture, mining and environmental management. This project was undertaken on contract to Price Waterhouse Urwick.

    Description:

    DELP were reviewing their hardware and software systems which supported the Digital Cadastral Data Base (DCDB). The consultancy involved determining the requirements of the data providers to the DCDB, the users of the DCDB and clients of DELP using the DCDB to determine a broad functional specification. This consultancy also considered such areas as the creation of a continuous DCDB, a legal DCDB leading towards an online public enquiry system. The role of the ACT. Integrated Land Information System (ACTILIS) was also discussed. A broad set of strategic recommendations ensued, thus providing DELP with a direction from which to purchase hardware and software. This project was undertaken on contract to Price Waterhouse Urwick.

    Corporate GIS Consultants were retained by the Australian Construction Services (ACS), a construction agency for the Federal Department of Administrative Services to undertake a user requirement study leading to a needs analysis to develop the functional specification of the technical computing requirements for each of the disciplines of ACS to be used as the basis for an Invitation to Register Interest (ITRI) and subsequent Request for Tender (RFT).

    The disciplines included were Architecture, Facilities Management, Civil Engineering, Mechanical Engineering, Electrical Engineering, Structural Engineering and Quantity Surveying. The user requirements, needs analysis and functional specification segment of the project was timetabled for a six week duration, and was completed by the due date.

    The process involved interviewing over 95 staff, collecting and analysing responses, preparing "first-pass" functional statements and co-ordinating the development of those statements for all participating ACS technical staff. This included developing the overall requirements of a general graphics environment to interface into the real world project situations of ACS including Asset Management, RDBMS, network management and office computing.

    The ITRI was subsequently delayed and later released in February 1989. This was followed by vendor responses and system evaluations leading to a further development of the functional specification for each discipline. It was on this basis that the specification was converted into a RFT system specification and subsequently released to the short listed tenderers in August 1989.

    The evaluation of the responses by rigorous benchmarking and weighted scoring techniques led to the subsequent recommendation to enter into a contract with IBM. The contract called for over 250 networked workstations to be installed over a three year period. IBM RS6000 workstations running a suite of application software centred around the Architectural and Engineering Series (AES) suite were selected.

    This tendering procedure was carried out in parallel with the Information Technology (IT) strategy being developed to upgrade the commercial systems over a five year period. Consideration of the integration capability and/or overlap between the technical computing strategy and the IT strategy in the areas of networking, RDBMS, technical office and asset management was part of the overall considerations.
