    Corporate GIS Consultants were commissioned by the NSW Dept of Environment and Climate Change (DECC) to undertake a Feasibility Study and Requirements Analysis to assist the development or purchase of a Marine / Bathymetric Database which would provide integration with DECC spatial information systems and support the Monitoring, Evaluation and Reporting (MER) program of DECC.  This project involved undertaking an extensive review of current hydrographic data collection and storage methods, review of the business operations of DECC with regard to hydrographic data, particularly to support MER reporting, as well as research into possible COTS solutions available should DECC implement a Marine / Bathymetric Database.

    Description:

    Spatial information and GIS are core GWMWater business enablers that provide support for a range of business functions including Linear Asset Management, Hydraulic Modelling, Pipeline Design and Planning, and many others.  Accelerated planning, design and implementation of a multi-million dollar pipeline project made it necessary for GWMWater to adapt its GIS strategic direction to ensure that key initiatives of the WMPP were realised.  The consequence was a forgoing of planned GIS strategic actions and resultant core business impacts and inefficiencies. To address this situation GWMWater engaged Jeff Clarke from Corporate GIS Consultants to conduct an independent review of its GIS Strategy.  This involved prioritising immediate and short term GIS business needs and opportunities.  As a result there was improved clarity to the critical business roles of GIS and improved alignment of GIS strategic direction with other functional core business strategies.  Organisational changes were recommended to satisfy demands of both the Pipeline Project and core business needs.

    Description:

    Over the last 30 years, the Gold Coast has continued to experience significant growth at an estimated 3 to 5% pa.  The management of a range of competing activities such as tourism, environmental management, urban growth, infrastructure growth and renewal, increasing transportation needs, etc are all placing an increasing burden on the Gold Coast City Council information needs.  The spatial information systems (GIS) in Council have experienced considerable growth with an estimated 1000 staff across Council using the technology.
    Through phased organisational structural changes, GIS resources in the operational Directorates have been relocated to the Spatial Information Services branch to introduce a shared services governance model.  Although these changes have been completed, Directorate Managers are not satisfied that important beneficial features of the GIS improvement project plan have been obtained.  Without business support for GIS improvements projects, delays have resulted and GIS service levels have not been able to meet operational business expectations. To address this situation, Corporate GIS Consultants has undertaken a review of GIS improvement projects to determine the issues, the steps needing to be taken to get the project ‘back on track’, and to rebuild Directorate ownership in future spatial information projects. Strategic and operational business units within council were engaged in meetings and workshops to understand the project history and capture business needs and desires. Organisational and project changes were recommended that will reinvigorate the project, encourage Directorate participation and satisfy demands of all competing business interests.

    In late 2007 Corporate GIS Consultants were commissioned to undertake a Redevelopment Strategy for ParkInfo for EPA.  ParkInfo is a key business system to assist the management of National Parks, Forests and Reserves for planning land management activities and provides a means to access, integrate and visualise spatial and related data.  The ParkInfo System Re-development Strategy consultancy was designed to review the Agency’s ParkInfo application, its associated modules and use to develop a strategic and tactical plan for its replacement that is aligned to the Agency’s business and technical direction. The outcomes from the consultancy provided a strategic plan that defines the use of spatial and non-spatial information technologies in the delivery of ParkInfo services to meet the Agency business needs, a tactical plan for the delivery of ParkInfo services to meet the Agency business needs whether that be through redesign or through a new purchase etc, an identification and analysis of options that includes budget estimates and a change management plan.

    Description:

    Following the GIS Effectiveness Review undertaken by Corporate GIS Consultants in 2005, Hastings Council engaged our company again to perform a subsequent review (2 years hence).  The review utilized the Corporate GIS Consultants Best Practice Survey Database and compared Hastings Council against survey responses for Duration of Use, GIS Products and Operating Systems, GIS Product Deployment Architecture, Data Storage, Infrastructure Strategy, GIS Product Support, Spatial Applications, Data Liability and Privacy, Budget Processes, System Integration, and Business Alignment.  A “report card” detailed the comparison of the most commonly reported industry practice against the Hastings Council reported practice and the emerging and / or generally perceived best practice.  The report card included comment on the Hastings Council comparative performance and appropriate recommendations where applicable.

    Bruce Douglas was retained Bundaberg City Council to review the Council’s GIS environment and to update the Strategy which was originally developed by Bruce in 1989.  Over the intervening 17 year since the first strategy was developed, a number of business drivers had changed and the technology platform required to be upgraded to meet these changed business requirements and technology considerations.  This short assignment resulted in a strategy document supporting the proposed direction by Council, subsequently adopted  by Council.

    Description:

    Corporate GIS Consultants reviewed Resource Information Unit of NSW Agriculture in Orange with respect to their ability to meet the business needs of the Department and associated agencies, ie the Rural Lands Protection Board.  This short project involved consideration of all of the current and future tasks, methodologies and technology directions of the RIU and the Department.  The final report addressed these issues and proposed that the RIU migrate to a corporate approach for data storage and systems and that a number of the RIU staff be assigned to expedite a “bureau” style of operating to service their clients (internal and external).

    Corporate GIS Consultants were selected by Maroochy Shire Council to undertake a review of the corporatisation of their Spatial Information Systems to integrate a wide range of disparate spatial systems and datasets which had been operating for a number of years in each of  the separate business units in Council. The findings included the need to rationalise the three major GIS/CAD product suites to a single package and that strong management control be exerted to ensure that this is implemented.  A number of critical issues were noted including the spatial Architecture component of the up-coming design phase.  In addition, there was au urgent need to scope the updating of the cadastre and the migration from the WANG GDMS system (about to be decommissioned).

    Corporate GIS Consultants were selected to develop a project strategy for IMPACT - Infrastructure Planning and Capacity Tool for the Network Access Group (NAG) of QR.  This project involved reviewing the existing User Design Brief, developing a data conversion/capture strategy, determining the fit with QR business direction, developing full costings, a project plan and a technology strategy for IMPACT as well as the data capture and the Database Management System (spatially based) which would be used to manage the data to be uploaded into IMPACT.  A significant outcome of this project was the development of a full project plan leading to a QR Investment Committee submission to proceed to the tender stage.

    Corporate GIS Consultants were selected to develop Action Plan for the Main Roads GIS Coordination Committee viz: Action Plan 1 - GIS Activities in Main Roads; Action Plan 2 - Identification of Corporate Spatial Data; Action Plan 3 - GIS Skilling and Training. The development of these plans consisted of undertaking a number of surveys of MR users and providers of products and services which, following detailed analysis, allowed for the development of a number of firm recommendations for each action plan to enable Main Roads to move forward in overall GIS integration to meet Main Roads business needs.

    Corporate GIS Consultants were selected to develop the Spatial Information Roles and Responsibilities and to develop a Corporate GIS Strategy as a follow-on from the SIS Business Plan undertaken in 1996. This project involved undertaking the common development for both projects and, through a process of workshops and stakeholder meetings, the Spatial Information Roles and Responsibilities Study identified the asset/equipment categories, a small number of projects which could be prototyped for subsequent implementation and identified a number of Business Process Re-engineering issues. The Corporate GIS Strategy reviewed the use of GIS in QR, the business objectives of the groups using GIS and developed a strategy for moving forward. The resultant two reports were integrated and offered an integrated strategy for QR in implementing Spatial Information Management Systems.

    Description:

    Corporate GIS Consultants were selected to develop the Scope and Project Plan for the Rail Crossing Steering Committee which is a group representing Queensland Rail, Queensland Transport, Main Roads, Sugar Milling Council, Local Government Association and several other industry stakeholders. It was found that there was a substantial need to gain an overall assessment of risk at level crossings and the data available on each crossing. A plan was developed to capture the data, making use of existing data stores, and to use this data to determine subsequent actions.

    Corporate GIS Consultants were selected to develop a GPS/GIS Asset Management & Standardisation Strategy for the technical and business needs for the use of GIS and GPS for the acquisition of assets along the declared road corridors within Queensland. This assignment developed user requirements, practical options for technology purchase and development of a number of recommendations and led into the development of a Project Scope and Data Dictionary for undertaking a GPS evaluation as part of the lead-in to the data capture program for the Gympie District of Main Roads. This project involved researching the facilities and infrastructure adjacent to roads and developing a strategy to collect this information using a mixture of GPS and other technologies.

    Corporate GIS Consultants were selected to undertake a GIS Audit for Energy Australia to review and audit the Sydney Data Capture project, the Newcastle Data Capture project and the Sydney Data Conversion project. The Sydney Data Capture project had been underway for several years, was based upon ESRI systems and had captured a substantial part of the former Sydney Electricity overhead and underground utility data. The other two projects used the Smallworld system base in Newcastle and, following a prior decision to move all GIS to Smallworld, the conversion project was in the process of converting all the ESRI data to the Smallworld system. The audit resulted in a thorough review of the financial and technical status of each project and recommendations to move past the current data conversion difficulties.

    Corporate GIS Consultants were selected to undertake a requirements review and to develop a project brief for the development of a Road Crash system using web-based GIS tools.  The brief for this development has a primary aim of distributing road crash statistics in an easy-to-use GIS form which would be accessible through the web for Queensland Transport and Queensland Police use.  This project also developed a business case for this development which included a cost benefit model which highlighted that there were substantial community and government benefits from an implementation of the type envisaged.

    Bruce Douglas managed a small ream of consultants that undertook a feasibility study to use GIS for management of Patrol Operations for this large Security Company with approximately 40 patrols operating each night. This resulting cost benefit indicated the need for using GIS for a variety of tasks including patrol routing, re-zoning of patrols operations and for managing the new and existing business.

    Description:

    Corporate GIS Consultants developed a Functional Requirements Specification for the Upgrade of the Mapping Assets System (GIS) system for Sydney Electricity. The FRS included requirements for packaged software, re-development of a large suite of existing applications and conversion of approximately 4Gb of spatial and aspatial data.

    This assignment involved developing the FRS in the form of a tender specification with which to issue to short-listed suppliers for supply and implementation. It was initially estimated that there were 200 person-years of data conversion to be undertaken to create a digital record of the existing paper documents. In addition, a considerable amount of field data capture was undertaken. Sydney Electricity was subsequently amalgamated with Orion Electricity to form Energy Australia. In mid 1996 Corporate GIS Consultants was commissioned to develop a Functional Requirements Specification for the Upgrade of the Mapping Assets System to ESRI's ARCSTORM product suite which would provide for increased efficiency of accessing data as well as providing greater functionality and a transparent seamless geographic base for managing assets.

    The FRS included requirements for packaged software, re-development of a large suite of existing applications and conversion of approximately 4Gb of spatial and aspatial data. This assignment involved developing the FRS in the form of a tender specification for issue to short-listed suppliers for supply and implementation.

    Corporate GIS Consultants were commissioned to undertake an independent review of upgrade options for Energy Australia’s next upgrade of their core spatial technology.  The review covered a comprehensive range of upgrade options and included particular focus on identifying the viability status of all options, providing advice on relevant industry trends, particularly with respect to software customisation, evaluating prior investigative work undertaken by Energy Australia and external consultants, and identifying likely systems integrators to perform the upgrade.  The assignment recommended viable upgrade options and outlined the next steps in progressing the upgrade effort.  A subsequent stage of this project was to do a “refresh” of the earlier assignment to perform an independent review of upgrade options for Energy Australia’s next upgrade of their core spatial technology.  The original report recommended a series of actions as next steps to progress the upgrade effort.  Following the completion of these activities an updated report was prepared to ensure that the current position with respect to upgrade options was documented.  The assignment retained the original scope but had a focus on updating the original information in light of the activities that had been performed, and the information that had been obtained in the period following the initial review.

    Undertaking a user requirements and cost benefit study for a Cadastral Spatial Referencing System (CSRS) proposed to be developed by the Land Information Centre at Bathurst. One of the outcomes of the CSRS proposal is that it would address many of the data problems currently associated with the DCDB. Because of the many significant problems currently being experienced in NSW with regard to the DCDB and its impact on the workability of many LIS/GIS projects underway by many Government agencies, the impact of any CSRS proposal could be substantial. This project is currently underway and is due for completion by March 1993. This project was undertaken on contract to Price Waterhouse Urwick.

    Review of the CADD system installed at FAC at Tullamarine airport which had been installed for about four years and had not achieved full potential. There were a number of issues which had to be addressed including the current management of the system, the applicability of the drawing office to the needs of FAC customers (eg airlines, other FAC groups, private companies etc) and the use of technology to address those needs. A CADD User Requirements Study and a Management Plan were completed, resulting it a number of recommendations for an altered business strategy to meet the business goals of FAC whilst retaining the document management and information enquiry goals of the drawing office.     Project Management of the development of a Plan Room system for the Department of Transport. This system would be developed in and Oracle/Unix environment and would need to provide, in the long term, an interface into the Department's GIS facility and then for the GIS to be the spatial index into the Plan Room system. This system was to replace a combination of an old manual system to track the road plans and an older system on the in-house ICL mainframe. This project involved interviewing many industry leaders, system suppliers and data providers and developing strategies which would enable AISIST to move forward and provide significant training opportunities in the SIS industry.     DELP were reviewing their hardware and software systems which supported the Digital Cadastral Data Base (DCDB). The consultancy involved determining the requirements of the data providers to the DCDB, the users of the DCDB and clients of DELP using the DCDB to determine a broad functional specification. This consultancy also considered such areas as the creation of a continuous DCDB, a legal DCDB leading towards an online public enquiry system. The role of the ACT. Integrated Land Information System (ACTILIS) was also discussed. A broad set of strategic recommendations ensued, thus providing DELP with a direction from which to purchase hardware and software. This project was undertaken on contract to Price Waterhouse Urwick.

    Review of Bundaberg City Council's incorporation of a mapping/GIS capability into their overall strategy in conjunction with their existing CADD and Civil design systems. Their current manual mapping system required a substantial metrication and recompilation effort to remain at a "status quo" situation apart from any substantial automated mapping or LIS/GIS capability. Additionally, they had a need to include specific town planning and land use requirements into the overall system. They saw their system, when complete, as providing a "front counter" capability for members of the public who required information - particularly about council services. Reviewing their existing mapping needs, assess their future LIS/GIS needs and to recommend a several year growth to incorporate a substantial GIS/mapping, computing capability into their overall information technology strategy.

    Review of Gladstone City Council's incorporation of a mapping/GIS capability into their overall strategy in conjunction with their existing DP and design systems. Reviewed their existing technical computing needs, assessed their future needs and recommended a several year growth path to incorporate the GIS/mapping capability into their overall information technology strategy. This assignment required developing several long-term strategies to integrate the Council's computing into the area of GIS as well as to further develop their CADD use over a distributed network of standalone workstations. Bruce prepared a functional specification of their GIS/mapping and facilities management needs which was subsequently incorporated into a request for tender. Gladstone City Council subsequently installed a HP workstation running the GlenaCivil software as a first step to installing the GIS Genamap software in a developed network.

    Corporate GIS Consultants were selected to undertake a GIS Audit for Energy Australia to review and audit the Sydney Data Capture project, the Newcastle Data Capture project and the Sydney Data Conversion project. The Sydney Data Capture project had been underway for several years, was based upon ESRI systems and had captured a substantial part of the former Sydney Electricity overhead and underground utility data. The other two projects used the Smallworld system base in Newcastle and, following a prior decision to move all GIS to Smallworld, the conversion project was in the process of converting all the ESRI data to the Smallworld system. The audit resulted in a thorough review of the financial and technical status of each project and recommendations to move past the current data conversion difficulties.

    Corporate GIS Consultants were retained by the Australian Construction Services (ACS), a construction agency for the Federal Department of Administrative Services to undertake a user requirement study leading to a needs analysis to develop the functional specification of the technical computing requirements for each of the disciplines of ACS to be used as the basis for an Invitation to Register Interest (ITRI) and subsequent Request for Tender (RFT).

    The disciplines included were Architecture, Facilities Management, Civil Engineering, Mechanical Engineering, Electrical Engineering, Structural Engineering and Quantity Surveying. The user requirements, needs analysis and functional specification segment of the project was timetabled for a six week duration, and was completed by the due date.

    The process involved interviewing over 95 staff, collecting and analysing responses, preparing "first-pass" functional statements and co-ordinating the development of those statements for all participating ACS technical staff. This included developing the overall requirements of a general graphics environment to interface into the real world project situations of ACS including Asset Management, RDBMS, network management and office computing.

    The ITRI was subsequently delayed and later released in February 1989. This was followed by vendor responses and system evaluations leading to a further development of the functional specification for each discipline. It was on this basis that the specification was converted into a RFT system specification and subsequently released to the short listed tenderers in August 1989.

    The evaluation of the responses by rigorous benchmarking and weighted scoring techniques led to the subsequent recommendation to enter into a contract with IBM. The contract called for over 250 networked workstations to be installed over a three year period. IBM RS6000 workstations running a suite of application software centred around the Architectural and Engineering Series (AES) suite were selected.

    This tendering procedure was carried out in parallel with the Information Technology (IT) strategy being developed to upgrade the commercial systems over a five year period. Consideration of the integration capability and/or overlap between the technical computing strategy and the IT strategy in the areas of networking, RDBMS, technical office and asset management was part of the overall considerations.
