Corporate GIS Consultants were commissioned to
undertake a Review of the Spatial Operations of LPI in 2008. This project was focused on
gathering information about, and understanding of, the current business
information environment within LPI, particularly with regard to workflows and
workloads and the impact that the information environment has on these loads
and flows including a review of strategies / initiatives such as Vision 2013,
CS2i, etc. This phase included extensive
stakeholder discussion / workshops, review of existing systems, environments
and documentation in order to provide the basis for the subsequent strategy
development discussions and options analysis, including risk analysis. The project also involved a Best Practice
review of Spatial Information Operations nationally in Queensland, Victoria and Western
Australia as well as internationally in New
Zealand and Canada with correlation against the
outcomes from the business review conducted in the previous phase. The outcome from this review was that LPI
repositioned their Spatial Operations to focus on customer / stakeholder
requirements utilising a number of output focused teams. |

Marrickville Council have used spatial technology for a number of years and while good information management practice has been implemented, the diversity of business use for spatial technologies has grown over time in a somewhat piecemeal fashion. Therefore council considered it prudent to develop a Spatial Information Strategy to ensure that business benefits are maximised and to identify if more appropriate technologies and or management practices can be leveraged to greater effect. Barwon Water is Victoria’s largest regional urban water authority providing world standard water and sewerage services to more than 275,000 permanent residents over 8100 square kilometres. Pilot projects allowing selected consultants direct access to Barwon Water’s spatial data for water and sewer infrastructure proved beneficial to both parties. This was achieved by providing on-line deployment of Barwon Water’s Geographic Information System (GIS) into their offices. It was apparent that information exchange between Barwon Water and its stakeholders and many internal work processes for all parties could be improved by adopting a similar approach on a wider scale. In conjunction with stakeholder and data custodians an investigation was completed by Jeff Clarke to capture and evaluate the business requirements, associated risks, costs and benefits of extending on-line information access to a wider base of potential business users. The outcomes of this project were policies, guidelines and control structures that have guided Barwon Water in deploying its web based GIS to a wide range of stakeholders. The technology, data and business solutions are very closely aligned to stakeholder needs and they are designed to reduce the liability risks to Barwon Water. |

VicTrack is the custodian of a large majority of Victoria’s rail land and transport infrastructure with assets valued at over $5B. Corporate GIS Consultants were retained by VicTrack to develop a Spatial Information Strategy for the organisation. This ensured that its spatial information infrastructure and capabilities were sufficiently supported and strongly aligned with current and future requirements, as well as its strategic aims. The project brief required that a review of VicTrack’s segmented use of spatial information be conducted with the provision of a spatial information strategic framework to improve key business outcomes and to provide VicTrack management with the confidence to continue investing in spatial information infrastructure. The two person consulting team had a focus on understanding the information management requirements of the organisation which was a collection of Property Management, Asset Management and Commercial Departments, including Telecommunications who provided services to Government and the rail operators. Corporate GIS Consultants undertook extensive internal communication as well as interviewing external stakeholders and undertaking several workshop leading to the development of the strategy based around a corporate information management focus. The outcome of this strategy was a report, including a cost benefit, which outlined a number of recommendations to provide the basis for a corporate GIS which also integrated with the initiatives of the Victorian Department of Infrastructure. |

NSW State Water Corporation (previously part of the NSW Dept of Energy, Utilities and Sustainability) is a rural bulk water delivery business in NSW providing water to irrigation corporations, country town water supply authorities, farms, mines and electricity generators, by releasing flows from its dams into rivers to be accessed by water users. State Water commissioned Corporate GIS Consultants to undertake a GIS Strategy to ensure that the future direction of GIS continues to support and align with the current and future requirements of State Water and its strategic aims. This major project had a focus on understanding the spatial and non-spatial information management requirements of the organisation and its constituent stakeholders and the use of this information to deliver a range of business functionality. Key outcomes of this strategy were that there were very strong business needs to implement a corporate GIS so that it can meet a number of business functional needs such as Property Management, Environmental Management, Asset Management, Customer Management, etc, but that this GIS should be part of an overall State Water “Information Management” Strategy to encompass a range of financial, asset and water management systems. This strategy was presented to the Board and received endorsement subject to budget allocation. |

The EPA is South Australia’s primary environmental regulator. Its mission is to manage and influence human activities to protect, restore and enhance the environment and to support human wellbeing. Corporate GIS Consultants were commissioned by EPA to develop a corporate GIS Strategy that would increase its decision making capacity, provide better understanding of risks and align spatial information with policy direction and initiatives. Jeff Clarke from Corporate GIS Consultants was tasked with working with all business groups, stakeholders and EPA Management to review the current spatial environment and technologies, identify data coordination and management issues and analyse the business requirements. The outcome was a Strategy that highlighted the most appropriate use of GIS to satisfy EPA’s environmental and compliance business requirements, based on a cost benefit analysis. A collaborative partnership was recommended with an allied environmental department within the same Government Portfolio as part of a cost effective solution. Extensive consultation and communication between Agencies was required to ensure that the business partnership was based on a clear understanding of responsibilities thereby maximising the chances of success. |

This project was a particularly delicate assignment in order to ensure that details about the winding-down of the Corporation did not become public knowledge, given that they owned large tracts of undeveloped land and wanted to avoid rumours in the land development industry about an impending “fire-sale” of the Corporations assets. The project required Corporate GIS Consultants to review and analyse an existing offer (including developing a short report) and then to undertake a confidential tender process and initial screening of responses before assisting with the financial arrangements for the Corporation. |

Murray-Darling Basin Commission (MBDC) retained Corporate GIS Consultants to undertake a review of their Natural Resource Information (GIS) Unit for River Murray Water and the Natural resources Management Division. This was a major project with a focus on understanding the information management requirements of the Commission, a unique organisation involving five State and Territory governments and the Australian Government in a partnership focused on coordinating the efforts of each jurisdiction to meet the outcomes of the Murray-Darling Basin Initiative. The MDBC reports to the Ministerial Council on a program of environmental and operational works / outcomes covering a diverse range of initiatives across the Basin. Corporate GIS Consultants undertook extensive internal communication as well as interviewing external stakeholders and undertaking several workshop leading to the development of the strategy based around a corporate information management focus. The outcome of this strategy was a report, including a cost benefit, which outlined a number of recommendations to move the GIS unit forward into corporate information management while providing the corporate basis for use of this technology by each Program of both River Murray Water and the Natural Resource Management Divisions. |

Sydney Water Corporation (SWC) retained Corporate GIS Consultants to undertake a review of Geospatial Information Services across the corporation. A major focus of the project was understanding the multiple GIS environments including HYDRA GIS and Works Asset Management System (WAMS) environments in addition to the water modeling and waste water modeling systems and the impending field resource system. This was a major project with a team also including a spatial implementation specialist and a specialist in developing cost / benefits and business cases for large asset based IT projects. SWC could be described as a “system rich” environment which has evolved from an organisation with large staff numbers (>15,000 over two decades ago) requiring many and complex systems, to the current organisation of lower staff numbers (<3,500) but still retaining the large numbers of complex information technology and geospatial information environments which supported a business many fold this size. This environment includes a number of major and minor geospatial information systems. The project included extensive stakeholder discussions, reviewing a number of high-level process flows and data inter-dependency matricies as well as undertaking a correlation of findings against the GIS / Spatial Best Practice Survey outcomes over the last 6 years. A external comparison with four similar utilities was also undertaken. The development of the final Strategy included considering a number of options with the Desired (Target) State focusing on providing a Single Authoritative data source for the provision of geospatial information services across the corporation. This report also included developing detailed Transition Steps to move from the current environment to the Desired State over a number of years. Following extensive consultation within Sydney Water, the Strategy was endorsed by management and budgeted for implementation commencing in the 2006/07 financial year |

Gold Coast City Council (including Gold Cast Water) retained Corporate GIS Consultants to review the disparate GIS environments within the organisation in order to determine the most efficient and effective means of delivering spatial services to each of the Business Units and Directorates. This project involved extensive interviews with operational, technical and management personnel as well as investigations into the technologies being used within the Council. This project resulted in a number of recommendations to enable the organisation to embrace a corporate culture with access to corporate asset data. The resulting report was accepted by the CIO and became part of a further report (also developed by Corporate GIS Consultants) to the Corporate Governance Committee, chaired by the CEO. This report was subsequently adopted and Corporate GIS Consultants were retained to undertake further stakeholder consultation to prepare a Project Management Plan, Executive Leadership Team presentation and a final report to Council for ratification. This plan was adopted by the full Council in December 2005 and is being implemented. When the GIS Report and draft Business Case was presented to the Corporate Governance Committee of the Gold Coast City Council, Mr Dale Dickson, CEO stated that “this caliber of report be the standard for future reports encompassing major technology and organisational change”. |

Minara Resources (previously Anaconda Nickel) have a $1.5B Nickel mine and processing plant at Murrin Murrin, approximately 200km north of Kalgoorlie and a head office in Perth. Minara have been using GIS for approximately 5 years as a drafting tool without it being totally effective or meeting all the needs of the business. There was a growing need for GIS to be used as a corporate resource as well as to provide additional capability for resource discovery, tenement holding management, environmental management etc. Corporate GIS Consultants were retained to develop a GIS Strategy for which integrated with Minara’s corporate applications (mainly Oracle based), and their specific geological, mining and surveying applications. This involved undertaking extensive stakeholder consultation in head office and on-site at Murrin Murrin. The resultant strategy for a corporate GIS was developed (and subsequently approved by the Board) based upon an Oracle Spatial corporate database approach. |

Corporate GIS Consultants were engaged by Integral Energy to undertake a review of the GIS Data Capture and Maintenance process in August 2004, some 20 months after the roll-out of the new GIS in late 2002. Integral Energy replaced its 10 year old GIS system with the roll out of the Intergraph G/Electric GIS in December 2002. This represented a substantial change in system function and process in the delivering of capability to approximately 50 data editors and 300 data viewers across the organisation and externally to approximately 50 Accredited Service Providers. Asset data, particularly spatial data, underpins all Integral Energy transactions and business decisions and provides the mechanism for Integral Energy to provide power to approximately 830,000 customers using approximately 400,000 in-service poles. The findings relating to the problems of the GIS data capture and maintenance process, and the backlog growth was due to a number of issues which could be categorised as data issues; system (software) issues; organisational issues; training issues; and process issues. The outcome from this project was a Final Report containing a number of recommendations. |

Carole Lowe was engaged to undertake an independent review of the Water Utility's use of Geographic Information Systems. Barwon Water first implemented GIS technology in the late 1980's and wished to review the issues and challenges they were currently facing with a view to determining the next steps to take in their continuing use of the technology to meet current business needs and long-term strategy objectives. Carole's review investigated 3 options – continue with the current system and development plans, significantly upgrade / supplement the current system, and replace the current system. The investigation encompassed both internal "purchasers" and "providers" of GIS technology to identify the strengths and weaknesses of the current implementation, the critical success factors for future GIS development, and possible future business uses of the technology. Other aspects to the review included investigating additional integration opportunities, and a series of GIS Best Practice comparisons against other Utilities utilising the technology.
Following acceptance of the GIS Review report and recommendations, Carole was retained to undertake a cost/benefit analysis for the upgrade or replacement of the Utility’s current GIS system. The assignment involves confirming current business requirements and their support for business strategies, determining the costs for both the ‘system upgrade’ and ‘system replacement’ options, identify the benefits that will result from acquiring a system that will meet current and likely future business requirements and determining (over a 5 year period) the Net Present Value and break even period.

The findings resulting from this project highlighted that the most important issue has been identifying the need to get the Governance Model and the Engagement Model correct for the subsequent Spatial Information Strategy for NSW – based on a “peak body” or “Spatial Council” in that jurisdiction, consisting of representation from most industry sectors; managed and implemented by (and uses the services of) the “Lands” agency within that jurisdiction; and focused on the dataset which is the most sought-after and important dataset by all stakeholders (ie, the cadastre), also managed and maintained by the “Lands” agency within that jurisdiction. |

The Port of Townsville
is a regional port specialising in bulk cargo handling with a land and sea
jurisdiction in excess of 400 square kilometres. It exports and imports large
quantities of sugar, mineral concentrates, refined nonferrous metals, large
quantities of mineral ores with a growing trade in general cargo. Each year approximately 700 ships pass
through the port facilitating trade, the use of land for port related
infrastructure and the delivery of port related services. In order to improve the management of the
organisation and resources as well as to integrate various organisational
functions, Townsville Port Authority commissioned Corporate GIS Consultants to
determine the requirements for a GIS which may assist this integration
including a Needs Analysis as well as to undertake a Cost Benefit for a GIS which
would suit the needs of the Authority.
The major findings
resulting from this project were that there is a very strong need within Townsville
Port Authority to have better access to information about leases, assets,
environmental issues etc; better understanding of the correlation of
information from these different information categories by different TPA
business teams; and better understanding of the implications of specific
decision paths. An “information
management system” is required for TPA to provide access to the data /
information necessary for TPA to: effectively undertake its business; provide
an expanded range of services to new and existing customers; and reduce both the monetary and governance risk
by ensuring that decisions are based on correct and up-to-date information. |

Review of the GIS needs of the Roads and Traffic Authority of NSW, a $1.8B pa Government Department of about 7,000 staff who had built up expertise over a number of years in using a number of different GIS and CADD/Civil systems. However, RTA management had found that each GIS group was developing expertise, data and applications on different systems and at different sophistication levels without an overall coordination and management strategy. The use of the technology was very fragmented, there was no integration of data, considerable duplication of development of applications and no cohesive overall plan or strategy. This project included the review the use of GIS across the whole of the Authority, including Regional Operations, compiling data and functional models of the needs of the RTA organisational units to use the GIS technology to meet business goals and then to determine an optimal strategy which would deliver appropriate GIS capabilities to users as required. This included casual and low frequency users as well as high sophistication data capture and application development teams. The report contained many organisational and technical strategies including broad costs and benefits and implementation timetables for the promulgation of GIS as the Spatial Information Management decision support tool for the Authority for well into the future. This project was undertaken on contract to Price Waterhouse Urwick. |
