    Description:

    Land and Property Information (LPI) of the NSW Department of Lands commissioned Corporate GIS Consultants to develop a Business Case for a NSW Spatial Data Infrastructure.  This project involved reviewing the SDI Program as a whole with a specific focus on examining alternatives and providing cost benefits/risk analysis of the feasible options for each of the four Sub-Project, namely the Geo Urban and Rural Address Project (GURAP), the Topographic Systems Improvements (TSI), the Land Owners Register IT Upgrade (LOR) and the Imagery & Mapping Online Services (IMOS) Project.  In addition, several complementary current Projects were reviewed, namely the Digital Image Acquisition System (DIAS), the Survey Infrastructure Project (SIP) and the Digital Elevation Model Project (DEM).  The project was completed and ratified for implementation.

    Description:

    Corporate GIS Consultants were retained to undertake an Economic Analysis and Budget Review of the Queensland Building Information System (QBIS) which was being developed for the acquisition and management of building infrastructure assets across the 18 government departments in Queensland. This brief project included review of the needs of a small number of Agencies, review of the developments of the Department of the Premier and Cabinet and Queensland Treasury to determine overall strategies and development of a proposed technology strategy for QBIS as well as the overall economic analysis.

    Description:

    Corporate GIS Consultants were selected to develop tender specifications for the acquisition of GIS and Data Conversion services for the Corporation. These tenders were based upon an analysis of South West Power's business requirements, documented and released to the marketplace in early 1998. A trial data capture project using photogrammetric techniques was undertaken prior to the finalisation of the data conversion tender. After release of these specifications to the marketplace, Corporate GIS Consultants were retained to assist in the tender evaluation process (including detailed benchmarks), negotiations with several vendors, review of the vendor developed data model and functional specification for software required to be developed, review of the contracts, training proposal and overall project plan. The Smallworld system was subsequently implemented in mid 1998 and with the conversion of data planned to be completed by late 1998, the GIS system was integrated with the recently acquired WASP Asset/Works Management/Maintenance system.

    Description:

    Review of the use of the Smallworld GIS system and the integration of this system with the IT/CIS systems within Citipower - an Electricity Distribution Board resulting from the rationalisation of the electricity industry within Victoria. This project initially developed a high level cost benefit study based upon the business requirements of Citipower to meet the changed needs of their business and then developed into a broad review of the data capture program and the ability of Smallworld to meet corporate requirements.

    This project was undertaken on contract to Price Waterhouse Urwick. Citipower was one of the five electricity distribution boards created from the amalgamation of Electricity Services Victoria (ESV), and a number of Municipal Electricity Undertakings (MEUs) and the rationalisation of the electricity industry in Victoria. The Smallworld GIS system, which had been used as part of Melbourne City Council electricity distribution responsibilities as well as for ESV's implementation before amalgamation, was continued after the creation of Citipower.

    After considerable data conversion and GIS implementation costs, Citipower management expressed substantial concern about the very high cost (and perceived small benefit) which may be accrued from the GIS system. Due to this growing concern, a Price Waterhouse Urwick team led by Bruce Douglas, was commissioned to undertake develop a Business Plan for GIS, to determine costs and benefits and to highlight whether the strategy should be continued or discarded. Following the completion of this project, Bruce Douglas reviewed the changed needs of their business as well as a broad review of the data capture program and the ability of Smallworld to meet corporate requirements.

    Citipower was then sold by tender to Entergy from New Orleans, and a management team took control of the company. Entergy (with a 100 seat GIS implementation in the USA) then reviewed the work undertaken to date and ratified the results of the projects and the Business Plan electing to escalate the data capture, implementation and integration with Citipower's other corporate systems.

    Description:

    Development of a Cost/Benefit study for the capture of Land and Geographic Data Infrastructure in Australia for ANZLIC. This project involved research and investigation with both data suppliers and data users in Australia to determine the size and potential of the Australian market. This project found that there was a benefit to cost ratio of 4:1 for data usage and that for the 5 year period of 1989-94, these benefits were in the order of $4.5 billion. Benefits took the form of improved business and strategic planning, increased productivity, the development of new business opportunities, improved scheduling and co-ordination of investment projects, and improvements in the utilisation, pricing maintenance and disposal of fixed assets. These benefits were distributed across a broad spectrum of economic activities ranging from electricity, gas and water utilities to the development of projects involving agriculture, mining and environmental management. This project was undertaken on contract to Price Waterhouse Urwick.

    Description:

    Bruce Douglas managed the development of a detailed Economic Appraisal of the Computerised Cadastral Index for NSW LTO in 1995 prior to the Office moving the technology onto the next development level. This analysis reviewed all costs and benefits of the capture of extensive data sets as well as the costs associated with the technology acquisition and deployment.

    Description:

    Development of a GIS/Imaging Strategy Review for the Toowoomba City Council in late 1992 and early 1993 which involved carrying out many interviews with staff of the Council, Government and service industries, identifying the major data groups and technology required to enable spatial and textual information management to be facilitated within Council. The result of the initial project was a strategy report, incorporating a Business Plan, outlining all of the issues involved in implementing a GIS/Imaging system. This report also involved recommendations to meet the requirements of AAS27 for Asset Management. The results of this consultancy was presented to Council and subsequently approved - commencing with the development of a Technical/Functional Specification leading to the development of a Tender Document. This led to a team of Council staff evaluating the tenders for GIS and Document Imaging systems, involving rigorous benchmarking, which led to the implementation of GIS systems from ESRI and Imaging systems from Tower Technology - both running on IBM workstations in a LAN with the existing AS400 system used for running the Council Rates system. This project was undertaken on contract to Price Waterhouse Urwick. Corporate GIS Consultants also undertook a post-implementation review so that Council could assess the success (or otherwise) of the implementation. Included in this was an overview of the benefits which had been achieved.
